Clematis 'Zilaiskalns'

Semi-double, broadly bell-shaped, nodding, pale blue flowers. The tepals are darker towards the base. Yellow anthers on creamy white filaments. The form is named after a Latvian mountain that is apparently always enveloped in a blue haze.
